Skill of new players

I have a definition that includes player names and their skills (on an individual basis). At some point new players begin to appear in the game, in some cases for those teams that have a team definition. How do I set the average skill of these new players? Apparently the <average_talent> tag doesn't do that. The Av Sk of the defined teams is about 68.00 and I set <average_talent> to that value but I see new players with skills over 80.00 quite often and I can't get rid of those by lowering <average_talent>. Is there another option, in the bygooft_constants file for example?

New players' talent (and thus, skill) is derived automatically from the average talent of the team. You can't influence this with a definition, but they should more or less (ie, on average) conform to the average talent you set.
