1.9.5 Load always go back to 15 weeks

If you get a loan and (after a few weeks) you pay a bit of it back. The deadline to pay it back always go back to 15. So if you don't have enough money to pay it back in 15 weeks you can you a bit back and you get more time

that's a feature, not a bug. really. if you pay back money, the bank rewards you by prolonging the deadline. it shouldn't always be 15 weeks, though, if you only pay back 5% of your loan, you should get fewer days. isn't this so?
