Two-leg matches: extra time / penalties

I'm afraid I've just found a last-minute bug in two-leg cup matches

I was testing Bulgaria... I've attached a saved game. Look at the replay of the last match.
The first leg was drawn 1:1, then in the second leg I was ahead 2:1 at full time. Extra time was played! I was ahead 3:1 at the end of extra time. A penalty shootout began!
I eventually won on penalties by getting three ahead.

What gives?!

I'll try and debug it myself later if you don't get to it first.

And again... in the next round, both legs were 1:0 home wins. It should have gone to extra time, but I was advanced to the next round.

My home match was the second leg.

hgrsg. probably the fixture_is_draw function. i debugged it earlier, after a report by alefzero; it seems i rather bugged it
