When you say there seems to be a limit to how many seats there can be, I'm guessing you are referring to the stadium attendance per game. Is that correct? And as you cite the National Conference and mention the different levels of 1 thru 5, might I surmise you're playing the England definitions? If so, that's somewhere to start.
Now if you are talking about the attendance figures you see from when you play, there are different values depending on which version you are using. Additionally, it depends on what definitions you are playing too, as what you are conceiving as levels 1 thru 5 vary in strength from definition to definition. Let me explain.
When using bygfoot in general, the general attendance values are in part related to the strength of the league you are in. By that, I mean the average talent values of the teams in your league. Additionally, it also relates to how much stadium capacity is available in the league, or can, if you are using a version that is later than version 2.3.2, from some tests I have run, at least on version 2.4.x. Depending on the average talent values of the leagues in the definition you are playing, if they are low, like around 5000, you could in theory get about 15,000 attendance if everything goes well, I believe. If your league average talent value is like 8000 or higher, you could in theory get up to 60,000 or more in attendance, if you're doing well enough. Of course too, it does likely factor in the strength of your team and the stadium capacity you have built already.
I know that when using version 2.3.2, it was more restrictive on stadium attendance and it didn't go as high as the newer versions, but then when I think back, I only really stopped at around 65,000 when playing the England definitions. I'm wondering if I built my stadium capacity around 100,000, what might the attendance value end up being. I don't know. As for the version of 2.4.0 that I was testing, that being 2.4.0-dev-97, I was able to achieve much higher attendance values than what I was remembering in version 2.3.2 by a long shot and I even stopped after 6 seasons of testing. I do intend to continue testing and getting my stadium capacity up to 200,000 seats, just to see what happens, but until that time comes, those results will have to wait as I haven't touched bygfoot in a few months already.
So as the answer to your question varies, from the version of bygfoot you are using to the definition you are playing, hopefully this answer will help you understand what you wanted to know? Right now, there is no one answer to give you as not everything is made the same and even the definitions could be made by different people who grade them differently from other people. I guess the only way to know for sure would be to look at the league files of the definition you want to play and see what the <average_talent> values are and go from there. If the top league is at 8000 or more, you can rest assured that if you play your cards right, you can very likely get the attendance values over 60,000 at some point in the game, after being in the league for a least a full season. At least I know I have at some point in the past and that was even when using version 2.3.2.

And just to repeat myself, that is if the league you are in has an <average_talent> value of 8000 or more, not just your team. Because if you're in a league where the <average_talent> is 6000 and your team's <average_talent> value is 8000 or more (80.0 and higher), it all gets sorted by the league AVERAGE, which will include all those teams whose averages are a LOT less than yours. This is the reason why when you are relegated, your attendance values would drop on average, even though your team has a higher average talent value.
