Germany 2019/20

This is an update for the Germany definition. This update uses the league structure used in Germany for the 2019/20 season. There is an issue with promotion between tier 4 and tier 3. There are 5 leagues at tier 4 and only 4 promotion spots to tier 3. The method used is that at the beginning of each season a draw takes place between the 5 leagues with 2 leagues drawn and the winners of those 2 leagues play off at the end of the season for a promotion place with the winners of the other 3 leagues getting automatic promotion. I haven't been able to find a way to implement this yet, so the same 2 leagues will be involved in the end of season place off, Regionalliga Nordost and Regionalliga West
All team names used in this definition are real team names, as used for the 2019/20 season and any reserve/B teams have been removed, in which case a league would run with a smaller number of teams. The reason reserve/B teams are removed is that where leagues allow reserve/B teams to compete there is usually a block on those teams being promoted above a certain level and forbids those teams from it's national cup.
