There won't be new features and code changes in subsequent 1.9.x releases, only bugfixes. The 1.9.x release that seems stable enough will become 2.0.0, and development will continue (or won't, depending on how much time I'll have, or if someone takes over the project) with 2.1.0.
Translation updates and country definitions are not considered new features, since they don't change the source code.
This announcement is a bit late, since 1.9.4 was already a bugfix release
