Posting permissions on the forum

sorry it has come to this, but since there's been a lot of forum-spamming recently (which you might not have noticed because i deleted most of the spam-posts fairly quickly) only registered forum members may post from now on.

guests may only read the posts but may not post in any of the forums.

i've updated the permissions for the bug reports forum. now that 1.9.2 is out, bug reports are more important, so guests may post there, too.
