Dutch translation updated

I have updated the dutch translation

Tere are only a few problem while uploading
  1. The extention 'po' isn't allowed
  2. Upload Error: Could not upload Attachment to ./files/nl.tar_928.bz2.

There is no attackment working, maybe permission problems?
