1.9: remember transfer offers

when an offer from a user gets rejected, the values should be remembered so that the user knows next time he bids for the player how much he offered previously.

sure, but only posts from the feature wishlist forum are relevant here. this is about making a list of things that were wished for and should be done in 1.9.x (x > 0).

i wrote 'neverending' because it seems to be impossible to satisfy vector's needs concerning the transfer list

and he comes up with suggestions every time i implemented his previous ones.
